WoW Forever is realmless, but it is not regionless. Instead of choosing a named realm first, players choose a ruleset: PvE, PvP, Roleplay, or Hardcore.

What does realmless mean?
Realmless separates the social experience from choosing a fixed server name. Blizzard manages the underlying population while trying to preserve familiar faces and friend groups. It does not mean one worldwide shard.
Rulesets and transfers
The confirmed rulesets are PvE, PvP, Roleplay, and Hardcore. Blizzard said changing rulesets requires a character transfer.
Battlegrounds
Battlegrounds are shared beyond the normal realm population, expanding matchmaking without turning the whole open world into one global population.
Regions and Oceania
Forever is realmless, not regionless. Oceanic players remain on Oceania data centers and share the US-wide Auction House. Distant groups may experience higher latency for some players.
Names and identity
A second name is required. Full names are unique region-wide and cannot be reused across rulesets.
Cross-faction gameplay
Forever currently has no cross-faction gameplay. Horde and Alliance remain separated for group play.
Mob tagging on realmless servers
Early beta player reports show that many normal and named mobs still use single-player or single-group tagging rather than universal shared tagging. With a much larger realmless population, that can make crowded quest areas feel more competitive even when Blizzard increases spawn rates.
Mob tagging and spawn rates are separate systems: faster respawns reduce waiting, but they do not by themselves let multiple unrelated players receive credit from the same tagged enemy. Some beta quest targets appear to behave differently, so this should be treated as current beta behavior, not a final launch rule.
We will keep this topic on the Servers/Realmless page while it remains closely tied to population and realmless design. A separate mob-tagging guide would only make sense if search demand and Blizzard's final rules justify one.
What beta still needs to verify

- matchmaking details;
- mixed-region latency;
- ruleset changes during beta.
